SJOOW Cord

Why is it that SJOOW cord can't be used in walls? Is it smoke generation or flame spread? Does anyone know why it is in the Code that it can't be used. I know that its in Section 400 but can not find anywhere why...

Because the NEC has determined that flexible cords cannot be used in place of a permanent wiring method.

SJOOW & SWJT don't have a pvc coating. It's thermoset. T400.4.
