Sleeve material thru wall or floors for cable entry

Is there any rule/regulations that requires a metallic sleeve on any floor or walls (fire rated or not). Are we violating any rule if we use sleeves made of PVC?

If you are going through a fire rated wall or floor assembly then the sleeve would need to be part of a listed fire penetration system. Most fire rated penetration systems use a metallic sleeve.
