Sleeve mc through RMC nipple; do I need to bond?

Just got a new phone and code book is taking forever to download from my iCloud ...

Anyway, job is an expansion of a 2nd floor control and observation tower at a concrete mix plant.

The addition is on top of an existing concrete platform. The mechanical room is underneath this deck. I core-drilled down a wall to enter the mechanical room. I was going to drop a rigid nipple down my hole as a sleeve and fire foam inside and out; if I use RMC do I need to bond it? It’s almost directly over the panel I’m entering, so wouldn’t be an issue really.

Could I or should I just use PVC and put nail guards on the sole plate of the wall?

250.86 exception 2 is your code reference.

Exception No. 2: Short sections of metal enclosures or raceways used to provide support or protection of cable assemblies from physical damage shall not be required to be connected to the equipment grounding conductor.
 
There's also this one:

300.10 Electrical Continuity of Metal Raceways and
Enclosures. Metal raceways, cable armor, and other metal enclosures for conductors shall be metallically joined together into a continuous electrical conductor and shall be connected to all boxes, fittings, and cabinets so as to provide effective electrical continuity. Unless specifically permitted elsewhere in this Code, raceways and cable assemblies shall be mechanically secured to boxes, fittings, cabinets, and other enclosures.
Exception No. 1: Short sections of raceways used to provide support or protection of cable assemblies from physical damage shall not be required to be made electrically continuous.
