My understanding conduit sleeve is only needed when the conduit pass through roof, floor or fire rated wall, is it correct?

Not in my opinion. Conduit sleeve is required when the designer says it is required. But for clarification are you referring to a conduit sleeve for free air cabling?

I would agree with strathead and feel the word "only" is a little restrictive, Sleevs might be used in other applications such as emerging from grade or nay place where physical protection is required and they might not necessarily be needed to provide acceptable fire stopping,

We only use them when required by the spec. Conduits can be fire-stopped without a sleeve.
I see, so where does conduit sleeve need for conduit run? Easier to replace existing conduits in future?
