Sleeving romex

Does the NEC Code allow for sleeving romex in ENT, PVC, or metal pipe for
a distance more than 8"? What code reference would it be? I am being
told by the inspector that there is a heat risk.

Art. 334.15(B) permits sleeving wires in conduit as does art.312.5(C). You just have to watch for derating and conductor fill.
