I have a high voltage panel, low voltage panel and a 45KVA xfrmr located in a janitors closet. The janitors closet has a slop sink and a hot water heater. The slop sink is located right next to the panel board. Is this ok by NEC and/or NYC electrical code. This is a question from the eng. department.

I can't speak for the NYC code, but from an NEC perspective as long as the clearances in 110.26 are met, it would be allowed.

The NEC doesn't have much to say on common sense (not to take a jab at horsegoer). Even if clearances are met, Murphy's Law has a way of rearing its' ugly head, such as a water line breaking and spewing water everywhere, or a clumsy janitor, or a whole mess of other things. Even though you may meet NEC requirements, when the poop hits the fan, (or water hitting the panel or xfmr) they'll come straight to the electrician and ask you why in the world are there panels near a sink. I went through a very similar scenario at a local university. Panels had not been powered up at the time, and the architect and GC were walking the building when a grunt ran a pallet jack into the janitors closet, cracked the water line feeding the sink, and water sprayed all over the un-energized panels. Architect and GC were right there. Needless to say, the panels were re-located.

As the others have said. It is okay as long as your clearances are met.
And it is common in my area.
We can't mount are equipment thinking about what a janitor might spill.
If that we're the case we would have problems.
What if a janitor sets a can of (flamable) laquer thinner on top of a panel and it spills. What if, what if , what if, etc...

Even if you put the panels in a separate room, the janitor will use that room for storage anyway.....

I've seen electrical rooms where those clowns had cleaning supplies and papers and God knows what else from floor to ceiling. It would be an excavation to get to the panels in an emergency.
