Small Appliance Definition

I have an apartment building that is upgrading appliances originally they spec'ed a separate microwave and exhaust hood, I interpreted the microwave load to be on the small appliance branch circuit and the exhaust hood not to be. They just changed that to a combined unit (GE JVM3160) to be mounted above the range, the unit is cord and plug, 120v, 15a. I am wondering if I can count this under the small appliance load. Please provide NEC 2011 references that apply.
 
422.16(B)(4)Range Hoods.
Range hoods shall be permitted to be cord-and-plug connected with a flexible cord identified as suitable for use on range hoods in the installation instructions of the appliance manufacturer, where all of the following conditions are met:

(5) the receptacle is supplied by an individual branch circuit.

Why, you ask, should a hood require a separate circuit? I'm assuming it's because people routinely change the hood to a microwave/hood combo. I always put microwaves on separate circuits so my suggestion to you is a separate circuit.
