smaller supply breaker

I have a control panel with a internal 50A main breaker. Customer has supplied a 30A breaker to the control panel. Wire between control cabinet and supply breaker is sized for 30A. Is this a NEC violation?
 
That would depend upon the actual current rating of the control panel or the load served by the control panel. The size of the main breaker in the panel is not relevant.

For example, a 100A circuit breaker panel could be installed in a home, fed from an 'upstream' panel by a 50A breaker and 50A conductors. If the calculated load supplied by this '100A' panel is only 40A, then the install is kosher. But if the calculated load is 60A then there is a violation.
