Smash/nailer plates in front and back of ducts

So an inspector is making us put 14 inch-long nail plates in every place where the wire crosses ducts or pipes. Ive never have to do it. He is saying that the wire is less that 1 1/4 from sheetrock so i have to protect it. Is this something new or was it a regular thing for a long time. Ive never have to do that except for a service entrance wire. The sheetrock guys wont be putting screws in a middle of a bay, so why would this fail rough?
 
The inspector is clueless to how sheetrock is hung.

I agree with Roger, it can touch the sheetrock as long as it 1.25" away from the stud.
