Smoke / Co detector requirement - basement

In a finished basement on a new build is it permissible to just have 1 smoke / CO in the basement within 10' of the bedroom? I am use to basement finishes where 1 smoke is located by the stair well and you extend it to get a smoke / CO within 10 feet of a bedroom. Therefore in this situation there would only be one smoke / CO next to the bedroom.

Also can the smoke / CO be located in a soffit that is roughly 12" lower than other ceiling heights? Does it have to be at the highest point in the ceiling? Thanks in advance!!
 
Colorado requires a CO detector within 15' of the entrance to the bedroom. So you're good there.
You'll need a smoke alarm in the bedroom as well as outside the bedroom. 10' should be fine
Check the instructions on the smoke alarm for the placement.
BTW, this is a building code issue.
