Our county just adopted the IRC and every time I ask the requirement in garages or rooms over garages changes. Our electrical inspectors have the same problem since the building inspectors are the "experts".

Does anyone have an input or do I need to invest in an entire IRC Codebook?

Typically, carbon monoxide detectors are prohibited from being installed within or near to the openings to garages. (also bathrooms and furnace rooms).
The installation should comply with UL 2034 and the manufacturer's instructions.
