Smurf Tube NM Romex 12-2

Good morning,

I have a Kitchen Island condition smurf tube as the race way. Approximately 6 feet of developed length under Concrete in the structures, conditioned space... Is it OK
to keep the yellow sheathing on the Romex in the portion of the smurf tube that is being used as raceway??? Or Make them strip the portion that is in the raceway for moister??? I think that its is ridiculous to strip this small portion.

"ridiculous" not withstanding. If it's a grade level slab, Romex is not allowed. Stripping the the jacket does not solve the problem as the conductors in Romex are not listed for wet locations either. Locally most guys simply change that portion of the install to UF cable.
 
Could you please refer the actual code section for this condition? I don`t care what most guys do... I want the code section...:D

If this is a slab on grade, see 300.5(B). NM cable is not approved for wet locations.
If you choose to use UF cable your ENT can be just a sleeve and be open on each end. If you use single conductors such as THWN then your ENT will have to go box to box as a complete raceway.
