I don't understand the purpose of the question. Is there an issue you wish to report? Are you faced with contradictory interpretations, and find yourself in need of a clarification?

Taking a stab at this but I assume CL is addressing the issue of the requirement for faceplates, for flush mounted switches required to be non-conductive, seems there may be (at least in my book) a missing line regarding switches that are grounded with an EGC?
