I read in 426 NEC 2017 that disconnect needs to be readily accessible but is their anywhere it says disconnect needs to be within sight of snow melting equipment?

Well i have snow melter embedded in concrete stairs outside the building and the panelboard is inside the building you have to climb four stairs inside the building plus stairs outside plus thru building doors that maybe locked to get to panelboard.

Well the question is the panelboard breakers considered readily accessible? I looked at definition of readily accessible section 100 bit not sure.
