SO cable to window motorized actuator

I need to connect a 120V thermally protected motorized window actuator in a school. I comes from Italy with a 3 foot 4 conductor 'SO' style pigtail (Common-open-close-ground). There are no actual markings on the cable. The actuator is not UL listed. There are no provisions to terminate conduit at the actuator but the inspector says I cannot run the 'SO' cable exposed to an outlet box. Is he correct? NEC 382 probably doesn't apply since it is not an EXISTING outlet in an office or residence.

What code Article did he say that you would violate with the flexible cord?

Article 334-15 (B) Protection from physical damage. He claims that the flexible cable meets the definition of nonmetallic cable in 334.2 so the article applies. It meets the definition, but the article as a whole applies only to NM/NMC/NMS types of nonmetallic cable.
