I was looking in the codebook at Article 680 for GFCI Protection for a 3 Phase motor to a Fountain.680.51 is it for Submersible pump only?
680.50 see Part II and 680.21(C) is for Single-Phase.
Where will find the answer?

No it not a cord connected submersible pump. It is a 3 phase moter hard wired for a Fountain.
