I am not sure what you mean? There are no male or female plugs attached when you buy a spool. The wire is continuous--- either end is the same.

Yes there is. With the twist in the conductors, their arrangement as you look at the cut end is opposite on either end of the cord. Some cord caps have pictures on the packaging that show the arrangement. It only makes it a little easier to get the wires into the cord cap without twisting them.

Spark is correct. It will be quite easier to install the plug and cap if you have the "right" ends. Otherwise you'll need to cross two of the conductors at each end.

I think the OP is asking if the attachment plug is required to be installed on a particular end of a length of SO cord cut off the real. For example, should the markings on the cable read left to right from the plug to the equipment or should the markings on the cord read left to right from the equipment to the plug.

I think someone is thinking a little too hard. IT DOESN"T MATTER!
 
No standard so it doesn't matter, however what sparkzilla and infinity said is exactly correct.
There is no need to cross the wires if installed on the "right end".
I believe this shows electricians with too much time on their hands.
