socking hot tub

A friend came to me and said that when the ground is wet (after a rain) he feels a slight shock when one foot is in the water and the other is on the concrete slab the hot tub is on. He said even turned off the main breaker to the house and he still feels it. I haven't seen this tub myself, but I asked if a electrician had wired it and he said yes. About the only thing I can tell is the concrete slab is not bonded in any way. Could this problem be caused be a faulty transformer or maybe from a nearby house with a ground problem? I have never seen anything like this before so any suggestions will help.

This definitely sounds like a stay voltage issue from a utility source.

I heard of a similar problem years ago and the problem was a hot wire touching plumbing pipe ACROSS THE STREET a couple doors down.
