SOFT STARTER CONTROL.CANNOT DWELL

My 250HP motor with a soft start control cannot start because of huge voltage drop @ the line. Is this motor will start if I used wye-delta starter? . I think my soft start control is just at ramp period and cannot enter into dwelling period.

if you can't start it with a soft starter, you can't start it with a Wye-Delta starter for sure. Sounds to me as though you have a very poor soft starter or do not know how to set it up properly.

Not sure what you mean by "dwelling period" though.

New install and you can't start it or existing install that did work but has now stopped working?
