2008 NEC Article 690.47 (D), Is the article stating that "Additional" electrodes are required or stating the requirements "IF" they are installed.

It's a "SHALL", so you have to do it.

The confusion is that a pole or ground mount array may already have enough metal that is in contact with dirt to count as a grounding electrode, in which case the second paragraph applies.
 
Exception 1. is interesting. I'm not sure I know what this would apply to.

Exception No. 1: Array grounding electrode(s) shall not be required where the load served by the array is integral with the array.
