Solar panels for duplex residences

I have been aproached by a resident of a 2 family building who wants to go solar yet his service is located on the neighbors half of the house. Has anyone ever run across this as this is probably at min a 20k install with mucho rebates from poco. Can you run a pipe across the neighbors roof?? Poco is not going to help you in any way.

It is a 2 family building. One family owns the left side. Another family owns the right side. The service can only come in on one side and it is not my side. Poco tells me to bark at the moon and eat green cheese!
