Solid bottom cable tray in the NEC

Hey everyone, I'm having a discussion with another instructor about cable tray, specificaly solid bottom tray. Can single conductors (for power distribution) be placed into a solid bottom tray in other than an industrial establishment (392.3(B)(1)(a), and if they can, where in the NEC can I find fill information? Every where I look in NEC 392 speaks about multiconductor cable in solid bottom tray. I have a pretty thorough understanding of the code, but I can't seem to find a definative answer.
 
Cable tray is not limited to industrial establishments, but the wiring methods are. Table 392.3(A) lists wiring methods allowed in both industrial and non industrial places. For industrial places only, 393.3(B) also allows wiring methods listed in 392.(B) 1 and 2.
