we are woking on a pool that was not bonded properly...we have a 1.8 volt difference between the water and the decking perimeter surface..any recomendations

short of tearing up everything, I would look for the cause. Is there a voltage present with the main off to the house?

yes there is a voltage with the main breaker at the house off

If there is voltage with the power off, then you need to contact the power company as that is often the case. If the water lines are metallic and they are connected throughout the neighborhood it is possible that the current is coming in on the water lines from those homes.

Current flow on the water lines is normal to some extent in these installations so the POCO may or may not be able to help.

Is the water bonded as required by the current codes? Is the perimeter surface bonded as required by the codes?
In many cases there is a voltage drop on the utility primary grounded conductor and this voltage will show up on everything that is connected to the buildings electrical grounding system. This voltage cannot be easily eliminated and is one of the reasons we have the extensive bonding requirements for pools....even though those requirements actually result in the pool equipment and water being energized.
