Solutions to high power packs in drywall'd rooms

I'm wiring a school facility and the engineered plans called for low voltage based dimming and occupancy sensing solutions. Originally, they had acoustic ceilings that would be accessible to add power packs behind the tiles. However, the job has started and they just changed the plan to drywall. What options do I have (besides just a cutout panel) to install my power packs and have them be accessible. I considered just a box with a blank plate on the wall, but that sure seems ugly. I also considered moving them all to a mechanical room. Is there a solution where the power pack is integrated into the occupancy sensor (ceiling version) or the wall switch?
 
I see two options.

1. Abandon the LV controls and go to line-voltage.

2. Use a PP that mounts inside a 4-square and install that in the ceilings. I'm just assuming here the plan was to have a PP that powers the occ sensor and also has wall-switch contact capability? Hubbell makes a universal PP that is designed to install diagonally inside a 4-square to provide separate between line and low voltage. I'm sure others do as well.
