Solutions to interlocking

Hello, actually we have a two compressors and we want to make that compressors activate only the unloading tanker's were properly earthen to the ground (safe interlocking), can somebody help me finding the solution for this

Compressor runs only after grounding conductor is attached to tanker?
Ship tanker?
Truck tanker?
 
my brother in law worked at a place in Atlanta that refilled truck propane tanks for big rigs... the section where the propane was pumped into the tank had pressure pumps that only operated when the grounding system from the refill truck was properly pushed into the plug.. if it did not go in all the way the relay would not allow the system to operate... but that was using relays only, and a few little pressure switches..
He does not work there anymore so do not know where the stuff was manufactured at. The whole system seemed to be more relay based than anything else.
