Does sound masking device need j-box and 120V power? Did a quick google search and it appears they are some kind of ceiling mounted special speakers and run on low voltage, correct? If so, where do these devices get power? Does EC has to install and wire them or vendor?

We just installed a 3 floor system where there were modules powered by 120 volts but all of the sound masking devices were fed with low voltage (I believe Class 2 wiring) above the ceiling.

Those are just speakers wired the same way as any 70 volt distributed sound system. They are fed by an amplifier same as any PA or music system. The only difference is that, instead of music, the amp is fed a white noise spectrum that mimics the sounds of a HVAC system. That sound will drown out voices and what's being said from being heard outside of rooms.
The speakers themselves may be located up in the plenum or otherwise designed for this purpose.
That information will be shown in the cut sheet and installation instructions for the particular speaker specified.

The ones we have at our office are cord and plug connected (120 volt) so, they aren’t legal 
to use above the ceiling! LOL!
