Soundproofing a nema 1 box?

What was originally a small dedicated elec. equipment area has now turned into a hallway w/ a door cut in next to the panel leading to a tenant space rented next door. The flooring is tiled and a new doorway cut in leading to the main floor area lets you hear an extremely loud click of a contactor inside a nema 1 box all through the building.

Can this be soundproofed?

I lined the inside of the enclosure w/ foam strips alternating between 1 1/2" and 2 1/2" thickness (trying to create traps). This did almost nothing. I did the same thing on the outside of the enclosure. This did pretty much nothing also.

Is there anything I can put on the box to bring the sound level down, or am I going to be replacing these contactors w/ something less noisy?
 
do you have room to install a back plate in the box and mount it on rubber grommets? or if you can mount the individual contactors on rubber somehow to reduce the vibration. another possible suggestion would be to have truck bed liner sprayed on the box, it would dampen the vibrations reducing the sound, and it is available in an array of colors now.


edit- Is it just the "click" noise thats the problem or is there constant noise the entire time its energized?
