Is there a minimum height requirement for an exterior spa disconnect (gfci)? I know the horizontal distance and the maximum height but can’t find the minimum requirement.

The only minimum height is for mobile homes. Personally, I think that should be changed to all panels not just mobile home panels.

550.11
(A) Disconnecting Means.
A single disconnecting means shall be provided in each mobile home consisting of a circuit breaker, or a switch and fuses and its accessories installed in a readily accessible location near the point of entrance of the supply cord or conductors into the mobile home. The main circuit breakers or fuses shall be plainly marked “Main.” This equipment shall contain a solderless type of grounding connector or bar for the purposes of grounding, with sufficient terminals for all grounding conductors. The terminations of the grounded circuit conductors shall be insulated in accordance with 550.16(A). The disconnecting equipment shall have a rating not less than the calculated load. The distribution equipment, either circuit breaker or fused type, shall be located a minimum of 600 mm (24 in.) from the bottom of such equipment to the floor level of the mobile home.

I agree. I once built some dewatering pump control panels for a pump supplier and the guy that installed them (well driller), mounted them to a steel pole that put the bottom 1ft off the ground, claiming that there was no minimum height. First big rain came along and flooded them. I got to build them again, he did the same thing, same result a few months later. On the 3rd build, my customer had me install 36" legs on the bottoms of the panels to try to force him to not mount them so low. He took the legs off. Turned out there was a nearby "Karen" homeowner who didn't like looking at those "ugly gray boxes"... I suggested that they plant some tall bushes around them after moving them higher up, that did the trick.
