680.22 (A) (3) basically says that you have to have a 120v outlet 6-20' from a pool/spa. I am just wondering...why is this required? I had always thought it was just a convenience for servicing the spa but if that was the case it would have to be close to the equipment like the disconnect right? So is this to make sure there is a GFCI protected outlet close by for the public to use for a radio or whatever?

I think you are on the right track here. There is often the desire to have other electrical equipment used in the vicinity of the spa, maybe party lights, TV, radio, or many other possibilities so they want at least one receptacle available for such use, but yet don't want it so close that portable appliances have a greater risk of being so close to the spa that immersion is a greater risk.
