Spa tub disconnect means - 2005 code

I have a residential spa tub installation where the tub is located on a multi-level deck. The self contained packaged unit is sunken down into the deck area and access to the wiring compartment can only be accessed from below the deck. My question is does the disconnect means have to be located within sight of the top or inside the tub or below the deck and within sight of the wiring compartment ?
680.12. Maintenance Disconnect Means. One or more means to disconnect all ungrounded conductors shall be provided for all utilization equipment other than lighting. Each means shall be readily accessible and within sight from its equipment.
I'm not sure what the intent of this section is. Does it imply that a disconnect be readily available for users of the spa in the event of an emergency or does it imply that the disconnect be readily available for those quailfied to do work on the spa ?

Required to comply with Parts I and II of Article 680 for outdoor installs. Disconnect for maintance 680.12 within sight of the ( Electrical ) equipment not the tub
 
ask what is "it's equipment" ?? , then mount it within sight from said equipment. This is a maintenance disconnect sometimes they are in a separate room from the hot tub/spa as that is where the "it's equipment" is located.
