Althought the GFCI breaker must have it's neutral connected it does not need a branch circuit neutral to operate. Doesn't look like this tub requires a neutral.
 
It says 240, but I would not trust that to save my life, especially if your pre-wiring for it, save yourself the headache and pull a 4 wire to the disconnect. Oh, by the way. I use this SPA disconnect, and it DOES require a neutral, so be careful either way....

Since electricity and water DO MIX very well I would install the 4th wire so you have a good ground. Most inspectors will be looking for that ground.

The 4th wire is not a ground.
