First and foremost, Section 680.42, 2008NEC requires perimeter bonding. The spa sits on a concrete slab poured with no provisions for bonding to spa. How can this perimeter be bonded?

Section 680.42, 2008NEC requires flexible conduit in length of no more than 6 feet as wiring method to supply spa control panel. The length in use now run under the deck from the outside wall disconnect to pool panel located inside the plastic skirt of the spa is longer than that. How can a raceway other than flex be correctly supported from disconnect to spa panel?

Would the metal fencing resting on the ground and surrounding the spa to keep dogs away need to be bonded?

First off the perimeter bonding myst be 18-24" from the inside wall of the hot tub and must encircle the tub. Before we go there did your area accept the TIA for hot tubs which exempts some installs from the perimeter bonding?

It looks like in some places the tub is closer to the pad edge then the 18-24" so you could put the bond in the dirt next to the slab.

Can you pvc under the deck by pulling up one board by the disco and use a fitting by the tub to go from pvc to flex conduit to keep it under 6'

Bottom line is they may have to cut up the slab to get it done right-

I would have no trouble laying pvc on the ground under the deck if no one can get to it.
