Question? If I have a eight (8) inch foundation wall. Then I add 2x6 knee walls in the vertical position on top of the foundation wall. Remember that I have ( 2x6= 5 1/2") 3 1/2" from the exterior foundation wall. Then I add two by twleve inch board to the foundation to set the electrical panel on. Then rough plumbing starts and my plumber runs his DWV on the back side of the panel leaving 3 1/2" from the vent to panel. There is no plumbing above the panel, its just behind the panel. Note: there is no joints either. According to the 1999 Nec is this allowed.
