Probably quite the opposite:

90.1(B) Adequacy.
.... not necessarily efficient, convenient, or adequate for good service or future expansion of electrical use...
 
I helped finish a large sporting good store.
The guy that ran the pipe rack ademently told me it was code to have 25% spare 20 amp breakers and 25% spare conduits out the top of the gear:rolleyes: .

I agree, good practice, but not very cost effective.
That was about 50 extra holes to punch, 2 sticks of conduit a piece, fittings, bent 90, etc.
 
...as long as someone is willing to pay for the extra ~ you can have anything you want :D
