Let's suppose that I stub up a spare conduit into a hazardous space. Would I be required to install a seal fitting or if I cap it at the first joint, would this be code compliant?
Is it connected to a box? Then there is little wiggle room based on 501.15 (if this is a class 1 installation).
If it is not connected to a box than maybe it is not a piece of conduit and as long as there was no way for hazardous vapors to get from the classified space to an unclassified areas, maybe there is some wiggle room.
If there are no conductors, the raceway is only a hole in the ground and can simply be capped off. Once it becomes part of a wiring method other considerations come into play. "Grade" is always a boundary so either Section 501.15(A)(4) or 501.15(B)(2) must be addressed.
