Spark Resistant?

I am looking to purchase jib cranes and hoists for use in a Class 1 Division 2 Group D area at a new fuel terminal. While getting a quote, the question came up from the manufacturer whether or not certain parts of the equipment should be spark resistant. While it seems important that there are no sparks in this classified area, adding spark resistant parts significantly increases the cost of the equipment.

Is there any part of the NEC (or any other code) that discusses the use/necessity/requirement of spark resistant equipment? How worthwhile is it to invest in the spark resistant equipment?

This requirement is outside of the NEC's realm.

It is a necessary measure and in belongs to the same area of responsibility that prevents the use of open flame or other sources of potential ignition.

Cost and safety can be evaluated based on damage assesment methods. Just at a glance in this case safety would win.
