does the the outdoor spa code apply when installed inside a pool house w/ pool,bar,sauna,etc..as far as disconnecting means

Why wouldn't it?
Some aspects may differ, such as any 3R enclosures, but the intent would remain the same.

No, that's not correct.

680.42 is called "Outdoor Installations."
680.43 is called "Indoor Installations."

If a hot tub is installed inside, you do not need to comply with sections dealing with "Outdoor Installations." It's not outdoors. It doesn't apply.

NEC-2005 680.43 Indoor Installations. A spa or hot tub installed indoors shall comply with the provisions of Parts I and II of this article except as modified by this section and shall be connected by the wiring methods of Chapter 3.

680.12 Maintenance Disconnecting Means.
..... shall be accessible and within sight from its equipment.

The way this question is ask the only answer that could be given would be yes. The wiring method would be different but the disconnecting means would be the same no matter where it was installed.
