SPD at multimeter services

How is everyone going about adding an SPD at a multimeter service? The code states it must be at or adjacent to the service. The exception also allows it to be in each unit sub panel. When replacing existing services, adding it into each units panel is not always possible or practical. Many times the HOA will own the service and only will pay for that to be replaced, individual units are privately owned and will either not be accesible or existing older panels may not be compatible with plug on style SPDs.

There are a number of solutions my local supply house has presented… the most expensive being a $4000 spacer style SPD that would go after the main switch and before the meter stacks. The more economical solution I have found is ordering stacks with an additional meter space, using a meter socket bypass jumper and installing a plug in style SPD where normally a unit feeder breaker would go. I can’t find any issue with doing it this way. Any opinions?
