SPD for 277/480

I have a customer that is hounding me to put in an SPD on a 277/480 wye 200 amp service. The service equipment is a Siemens MLO panelboard that currently has 3 service disconnects (BQD).

Questions:

1. Any product suggestions? I am generally a subscriber to 'you get what you pay for'. Leviton has one for about $5,000. Ouch, I was thinking more like a grand.
2. Should I connect it to a breaker or connect it directly to the service conductors (per 285.21). If a breaker, does size matter?
3. I thought there was a 3 but maybe not.
 
In my opinion, what matters most is the connected-equipment warranty; particularly the fine print.

You need to understand and compare the conditions, exclusions, and claim requirements of each.
 
If you connect to the service conductors it has to be a Type 1. The hard part is how do you connect it in a compliant way due to lug issues. You could do a Type 1 or 2 and connect it to a branch breaker probably easier. The manufacturer will indicate the breaker size. Look at the usual... Eaton, Square D, etc.
 
You may be looking at the leviton 52,000 series, I used those on large services as they had spd modules that could be replaced.
I typically used the 32,000 and 42,000 series, one on the service and one on subpanels.

I like to put them on a breaker, even though a hard surge could trip it, it’s much easier to replace when it does get blown. I’ve put in a lot of Liebert tvss’s
 
I have specified, used, and still use those by Surge Suppression, LLC - SSI for many years. I specify the "all mode" design. Attended one of their seminars that were well documented and used actual surges to demonstrate the difference between manufacturers.
