SPD for new 480V panel

An existing 480V motor control center is feeding a new 480V panelboard in a new building. The existing motor control center has surge protection. Is it necessary to have an SPD for the new 480V panel, when the 480V motor control center already has surge protection? Thanks.

SPD

SPD protection is used to protect sensitive solid state devices/ circuit boards from damage caused by high voltage transients as a result of utility line switching (i.e. PFCC banks) lightning, etc. The best protection is achieved by installing them as close to the load you are trying to protect (18" or less.) The higher the Joule (energy) rating, the more they cost.

He needs to figure out why a MCC has surge protection and solve his homework problem from there.

Why is surge protection often used at motors?
