SPD installation on a disconnect

I was inspecting a project and I saw where the contractor installed the SPD through the polaris taps. When I asked why they installed it this way, they said they could not install it directly to the lugs because it goes against NEC code. Does anyone know if that is a true statement? Every other project I inspected had the SPD go directly to the lugs next to the fuse.

The terminals typically aren't rated for multiple wires to be terminated under the lug

I've seen items rated for double taps but there were all IEC stuff.
