SPD Required on RV Pedestal

Running a new conduit and 1/0 feed to metered earth buried pedestal GE1LM532ES

Inspector dropped requirement for GFCI but wants SPD. This pedestal likely does not allow double tapping the lugs for a type 1 SPD. Looks like it only has one double pole breaker slot open.

Looking for ideas to install a SPD.

Thoughts:
  • Remove single pole 20A and replace with double pole 20A
    • One leg of SPD to breaker
    • Other leg pigtailed Breaker to Receptacle hot and other leg of SPD
    • Never done this but technically both poles of the breaker are in use; is it code?
  • Polaris with 3 ports
    • not sure there will be wire to use these on in the customer side of the RV panel
Anyone have any good ideas?

RVs are full of electronics. Most owners have their own SPDs. I am pretty sure the SPD requirement is for dwelling units

I like that 230.67(A) states dwelling units

551.72(E) mentions "The use of SPDs shall be permitted" but does not mandate
