How to size SPD in a 480V/277V panelboard and 120/208v panelboard? Also, how to size the breakers for SPDs?

SPD are not "sized". You have either a type 1 or 2 SPD depending on where you are located WRT to the service point. You then select a SPD rated for the voltage where it is being installed.

The instructions for the SPD will tell you what the appropriate CB rating is, if one is required at all (a type 1 SPD can be located line side of the service point with no OCPD at all).

SPDs can indeed be sized based on their energy absorbing limit before failing.
This is not solely dependent on the class and the voltage.
Two identical SPDs in parallel will have twice the energy absorbtion capacity as one alone.
This does *not* necessarily mean that one manufacturer will offer more than one size. :)

As a very general rule a Type 2 with a higher energy rating will also call for a larger CB.

To prevent any explosive breakdown of a SPD at the end of its useful life, an OCPD is advisable which shall have a breaking capacity greater than the fault level at the point of connection.
