Special spec for GFI breakers and wire type

My specs do not allow lubricant to be used on branch circuit conductors connected to GFI Breakers.
Never saw that before.
Then found in conductor material specs: On load side of ground fault interrupter circuit breakers, cross linked polyethylene insulation with tape over conductors and dielectric constant of 3 or less is required.

Please explain...you specification guru's out there.
 
Sounds like specs for a Medical Isolated Power System.
I agree with Gus. Is this a hospital or health care facility?

If it is, some areas have done away with requiring Isolation Power Systems and go with GFCI. It sounds like the Spec author thinks there is some benifit to staying with the Isolation System wiring rules which is not necessary for this. Just make sure you compensate for it in your price (the XHHW) if it's not to late
