splice ground in panel

I got a call from a customer and the local township insp failed her home insp for few grounds in panel spliced because the were not long enough to reach the ground bar. Did I miss a new code change?

Nope, he's wrong. There's no rule against splicing grounds nor making them in a panel.

If they're EGC's then the inspector is incorrect in saying that they cannot be spliced. GEC's are a different story if the splices are not irreversible.
