splice in meter can

Power company has underground going into line gutter. From there (without splices or taps)it goes directly into the line side of a 600A 3-p meter can . Load side of meter going into 600A disc. Contractor(not me)taps line side in 600A meter can and goes into the line side of a 3-P 200A meter can then the load side to a 200A disc. My question are you permitted to splice in the meter can, even though it is on the line side, and go to other equipment such as another meter can, transfer switch. I have no idea why no splice was made in the gutter.
 
It would not hurt to look at 312.11
(Given the rest of the day try and read and understand that section, I might be able to comment more :D )
 
Splice boxes or gutters are usually provided to make such taps because there is not sufficient room in the meter to make such a tap, or POCO maybe has rules prohibiting tap in the meter even if there is room.
