Splice in meter pan?

Can you splice in a 200amp underground meter pan need to replace on that's settled and wires are short can I make a splice to extend?

Yes you can. Here that would be POCO responsibilty. POCO disconnects at the X frmr, electrician secures meter to the structure,

POCO makes any corrections to their wire & reconnects.
