Splices in Underground distribution

Why do I see many splices(joints) in underground distribution systems? Isn't it better to lay the full length of the cable (from the same reel) instead of making joints.

Sure, it’s better but 3000 and 5000 ft reels aren’t always immediately available. 1500 is common enough, but stuff happens.

Guessing you mean secondary distribution.
