i need to move a circuit from one sub-panel(A) to another sub-panel(B) that is controlled by a back up generator. my question is can i just hook the nuetral in (panel a going to panel b) up to the bus bar in panel (A) or will i need to splice the neutral. as it is now the nuetral is shared by 2 circuits

The neutral must originate in the same panel as the hot does.

As in 210.4 Multiwire Branch Circuits? I think this section will require the other hot to be moved as well.

In the months before Y2K I found myself installing a lot of generators for commercial buildings (I'm sure everyone here did too). I often had to re-pull nuetrals to avoid this problem. As Don and Ed have stated, they must originate in the same panel board.
