Splicing battery backup loads in service panel

Can someone help me understand if it a violation of the NEC to splice battery backup loads in the main service panel? I am seeing electrical contractors install residential battery backup systems with a transfer switch and solar. Everything looks fine except where they splice the battery backed up loads in the service panel. The loads being supplied by the battery system are removed from the breakers in the service panel and are spliced to circuits from the battery system. Now there are three sources of power in the service panel. Any help would be appreciated.
